As you may already know, Training Packages are comprehensive, integrated products which provide national benchmarks and resources for delivery, assessment and qualifications in vocational education and training. Existing training packages are generic by intent and have become the basis mainly for institutional training, i.e. public training courses. Because they are generic, many organisations find that many of the competencies are not relevant and fall far short of addressing their specific needs.

framework. We'll take your Enterprise Package through to national
endorsement by Australian National Training Authority (ANTA) and, along
the way, will help you access government funding for Traineeships based
on your own Training Package, just like Woolworths, Chubb and QANTAS.
Under an Enterprise Training Package, any person trained and assessed as
competent to endorsed national competency standards contained therein would
gain recognition through certification. Here we are not simply talking
about ‘a certificate of competency’ or ‘supervisory skills certificate’
but rather, a QUALIFICATION at the appropriate AQF level equivalent to trades
person qualifications.
What are the advantages for the enterprise?
- Prior to being ‘endorsed’, the competency standard(s) of critical areas would have to be determined and agreed upon by relevant stakeholders within the enterprise. Upon endorsement the competency standards become the basis for training that would subsequently be applied by the sites, leading to uniformity of practice in critical areas.
- It should be anticipated that not all sites will have the same requirements or need a competency to be developed to the same degree. This can easily be accommodated in a Training Package by the division of core and elective Units of Competency, giving each site the flexibility to select only those Units/Elements that suited the enterprise needs for their particular site.
- Having identified an agreed career path for an employee, a structured training program would be followed addressing areas where the company NEEDED that person to develop skills. Rather than accept external training that has partial application, any training, be that provided internally or externally, would be designed to focus on the competencies required. Where the enterprise has existing training programs, the competencies can be extracted and incorporated into the Training Package and assigned an AQF level. Should there be competencies that are not covered by existing programs, the enterprise would either prepare its own resources or have external trainers meet the shortfall.
- In the knowledge that any training received, and the subsequent skills developed, would relate to achievement of a higher level of recognised certification, employees tend to embrace the concept of multi-skilling more readily.
Accessing Government Funding through Traineeships aligned to the Training Package
As a flow on benefit, when the package is ‘endorsed’ new employees can be signed up on ‘traineeships’ for which the enterprise could apply to receive government funding, currently to the tune of $4,000.00 per trainee. With the work already done by many enterprises in the development of training resources combined with gaining access to traineeship funding, a cost neutral situation for the enterprise results very quickly.
